COUNTRY OVERVIEW AND PROJECT BACKGROUND
Unmet need for family planning persists in India. In Uttar Pradesh (UP), the most populous state in the country (with 166 million people, 2001 Census), the population has been increasing at a rate of 2.19% per year (SRS 1998), which means an increase of more than 10 million people every three years. Although there has been a substantial increase in knowledge about contraceptive methods, with 98 percent of currently married women recognizing at least one modern contraceptive method, current use of any method of contraception was 28.1% in 1998-99 (NFHSII). Furthermore, unmet need for family planning in UP remains around 38 percent (NFHSII). Since 1992, the State Innovations in Family Planning Services Project Agency (SIFPSA) has managed a population project supported by USAID to reduce the total fertility rate in UP by increasing the modern contraceptive prevalence rate. HCP has provided technical assistance to SIFPSA in Uttar Pradesh. Early in 2003, SIFPSA approved a new statewide BCC strategy, which expands the project scope to address maternal and child health issues as well as family planning. HCP assisted SIFPSA in developing and implementing a communication strategy to motivate and empower individuals towards health seeking behaviors in family planning and maternal and child health. Strategic communication activities also aimed to build health providers’ capacity in technical and interpersonal communication with clients. This project came to a close April 30, 2005.
