Treatment and support for People Living with HIV and AIDS (PLHA); HIV prevention among vulnerable groups (orphans, street children, young girl domestic servants).

Activity Summary

2003 – 2004: Development of stigma reduction training for service providers; development of community care and support guidelines; and training of Boy Scouts and development of a national-level Boy Scout action plan for HIV prevention and community care and support.

2004 – 2005: Guidelines for community care and support interventions were finalized and distributed to partner organizations. HCP continued community care and support activities and replicated training in community care and support at the departmental level. To further reduce stigma and discrimination, HCP partnered with POZ, an organization supporting PLWHA and PLWHA support groups in four departments to develop stigma and discrimination interventions. HCP also developed stigma reduction training for service providers.

2006 – 2007: An OVC prevention package to support comprehensive care and assistance to OVCs through a variety of activities was developed, adapted from models from other countries and current OVC programs in Haiti. The package was used by team members in churches and youth services.

Objectives/Strategies

  • Develop a national strategy for prevention interventions targeting OVCs;
  • Strengthen the capacity of faith-based organizations (FBOs) to provide OVC care and support;
  • Reinforce the capacity of existing peer and care providers to reach OVCs; and
  • Implement a street kids program.

Evaluation/Findings

Formative research in the areas of HIV/AIDS attitudes and practices, stigma, and risk management conducted in spring and summer 2004.

Highlights

HCP worked with a variety of partner organizations to develop a guide outlining the process of creating a care and support program and HCP adapted a community dialogue tool for use in Haiti.

HCP designed and implemented a campaign to address stigma reduction and risk management. The focus of the campaign, launched in mid-November 2004, was on modeling positive behaviors around HIV/AIDS prevention and care and support and reinforcing facility- and community-level efforts. Through mass media and other channels, the campaign publicly recognized good work, demonstrated what could be done to make a difference and how, promoted PLWHA, and helped make HIV/AIDS a topic that could be discussed openly at all levels without fear, denial, or shame.

HCP trained 14 disk jockeys and 16 radio announcers on HIV/AIDS prevention, stigma reduction, and community care and support.

Three workshops were conducted with artists and PLHAs to develop artwork on stigma and discrimination related to HIV/AIDS. Some of the artwork was included in the 2005 planner Visages 2005: La femme et la fille vivant avec le VIH (Faces 2005: Women and girls living with HIV). Around 6,000 people viewed the artwork and participated in discussions about stigma and discrimination and about community care and support of PLHA. Some of the 1,050 planners were sold to generate income for the women and girls involved.
