Scaling-Up Community-Based Health Planning and Services
Activity Dates
2002-2004
Activity Summary
Community-based Health Planning and Services (CHPS) is a process of health care provision in which community health officers (CHOs) and community members are actively engaged as partners in the delivery of primary health care and family planning services. CHPS was designed to strengthen the health competency of selected communities across Ghana. In partnership with the Ministry of Health (MOH) and the Ghana Health Service (GHS), HCP’s role under CHPS was focused on building community entry skills for health providers and strengthening elements of community participation in the initiative. The CHPS model was based on the results of four years of field experimentation and demonstration in Navrongo which demonstrated that the CHPS model can effectively mobilize community residents and resources to increase coverage, improve responsiveness and deliver more equitable and cost-effective health care to Ghana’s rural residents. CHPS has been adopted by the GHS as a national strategy for promoting accessible, quality and equitable services to all Ghanaians—particularly those in rural areas.
HCP used a two-fold intervention strategy to reach people in the 50 CHPS districts: 1) in-service skills building for community health nurses through the use of radio distance learning, complemented by 2) He Ha Ho entertainment-education radio program targeting caretakers of children under five.
